According to many sources, one place (will post it soon when I find it again) has collected free agent pitchers who will likely sign in Arizona.

Likely/Not Likely

Keith Foulke - RP
He will likely be lured by Josh Byrnes and could anchor the young bullpen that includes Valverde, Medders, Slaten, Pena, Lyon, along with veteran Vizcaino. His chances/odds: 80%/20%

Randy Wolf - SP
During the General Manager's meeting, it was believed that the Diamondbacks were strongly pursuing Randy Wolf who could serviceably replace Miguel Batista as the veteran team's 4th starter. He'll likely command about $4~5 million per year, starting low and rising as the years go on and would sign for 3 years, likely. Chances/odds: 90%/10%

Mark Mulder - SP
Due to Diamondbacks' "policy" of not signing players to an incentive-laden deals, he'll likely require $3 million this year to sign with Arizona. Though, it is still believed Mulder prefers Arizona.
Chances/Odds: 50%/50%

I'd still be surprised if we signed Foulke, epecially given his injuries and our policy of not issuing incentive deals

Wolfe might be decent if it's under $5M per year, but I still think that he's suspect. That is purely a depth move, or insurance against our young guys experiencing difficulties.

No chance on Mulder.

I'd personally like to see us give each of the Gonzalez's, Nippert, and Owings a shot in the rotation. Give 'em each 3 starts, two at a time, and then pick the best two for the rest of the year. So it'll probably be: Webb, Livan, ??, Edgar Gonzalez, and one of the other 3 rooks.
